Downloading folders from google drive doesnt have all files

On one computer it will sync up 15 folders and 6, files, on another it will sync up 29 folders and all files and on a third it will sync up 29 folders and 9, files. also have duplicate folders and files all over the place. doesn't drive know how to merge, even if moving.? Doesn't 'sync' mean 'to merge'.?
