Downloading folders from google drive doesnt have all files

Within my Google Drive there are about 30 folders containing 10, files. On one computer it will sync up 15 folders and 6, files, on another it will sync up 29 folders and all files and on a third it will sync up 29 folders and 9, files. also have duplicate folders and files all over the place. doesn't drive know how to merge, even if moving.? Doesn't 'sync' mean 'to merge'.? Three days tying up my computer sorting through Duplicate File Finder was exceedingly tedious when it should be automated to merge and sync. how can I setup to never duplicate a file and give me a log or notification to tell me what was not synced or merged.?.
